SPIN Report from Municipal Police Academy Director:
From: Bob Martin
To: ATTENTION ALL OFFICERS
Subject: War Dogs Motorcycle Club
Date: August 3 , 2008 EMS BE AWARE
**ATTENTION ALL OFFICERS**
The following contains language that may offend some,
govern yourselves accordingly...
Date: Saturday, July 26, 2008, 6:51 PM I spoke with the 20 year veteran officer involved and: At approximately 02:30 hrs a group of approximately 7 motorcyclist (MC), allflying WAR DOG colors were behind the officer who was
operating his personal pick up truck and stopped in traffic. He had an FOP sticker in the rear window, the
officer was in his jurisdiction. One unidentified
motorcycle (MC) rider positioned his MC in a manor to be
viewed by the officer. Unprovoked, that MC rider stared
yelling 'FUCK YOU BITCH, FUCK YOU BITCH' to the officer.
The officer tuned his head to the rear and asked if the MC
rider was talking to him. At that, and without any other
words, the officer was rushed and while seated in his
truck, was punched in the face twice. The officer/victim
immediately pulled forward about 30 feet and called 911. He
jumped out of his vehicle and was faced with the MC rider's
aggressive approach. The officer/victim pulled out his
badge and aggressively ID'ed himself as a police officer.
One of the MC in the group (reportedly the chapter
president and who has a criminal history) recognized the
officer/victim and yelled for all to stop. It was
announced that the officer/victim had called for police
assistance and two of the MC fled the scene. The
officer/victim told me that during the on scene
investigation the chapter president called the club
president and was asking for advice. The MC who remained on
scene refused to ID the two that fled before the police
arrived. At the time of this transmission the incident was
under investigation.
NOTE:
I am told that there are a number of law enforcement
officers who are members of the WAR DOGS. The
officer/victim involved told me that the day following the
incident, a Sgt from his department spoke with the chapter
president who was present during the incident. According
to the officer/victim, there are at least two additional
confrontational incidents involving off duty law
enforcement officers in Westmoreland County and the WAR
DOGS MC. Please use caution in dealing with this group.
I also was made aware of this just recently and placed an
intell bulletin in the station for all officers to read and
memorize. I was told that the War Dogs are trying to join
with another motorcycle gang, and as part of the initiation
process they are to assault off-duty police officers. The
(2) incidents I was made aware of involved an off-duty
Westmoreland County Park Police Officer who was able to get
away after the War Dogs tried to corner him.
The second incident involved another off-duty officer who
was also cornered at an intersection and was assaulted (I
don't know if this is the same incident described in the
above text or another one all together). Now the
information that the assaults have extended beyond just
two. The intell was that the off-duty officers were
profiled and eventually assaulted because they had FOP
emblems/stickers or 'Blue Line' stickers etc. This
certainly lends credence to officers ALWAYS being armed
off-duty. Be safe and so very careful dear brother and
sister officers.

Dear Mr. Martin:
Your information is completely inaccurate. It is so
ridiculously inaccurate that it is hardly worthy of rebuttal. This is a perfect example of how SPIN gets twisted and morphed into inaccurate information that is not only false but potentially dangerous. For the record, our Chapter President you referred to is named Jack. He has absolutely no criminal history. He is bonded and routinely works in various prisons. He also made no such call to the Club President asking for any instructions. Checking his phone records could easily verify that. You should do a more thorough job of investigating rumors and innuendos before disseminating information to Brother Officers. Are you actually responsible for training future Law Enforcement Officers? Have you considered that the LEO you spoke to concerning this incident may have used you to further his objectives?
As for your allegation that War Dogs cornered an off-duty
Westmoreland County Park Officer, that is not only
completely false it has never even been mentioned or
reported anywhere.
I appreciate your profession and your commitment to public
service, but your email message was a disservice to your
Brother Officers and our organization. As the Police
Academy Director, I would expect you would take the
dissemination of intelligence more seriously. Maybe you
should consider bringing in a competent experienced
professor to teach such a class at your academy. I would be willing to bet one of the first principals that he would teach would be to verify any information with any available sources before arriving at conclusions and disseminating the information to other LEO's.
